Public Consultation
On the Rulebook for the operation of the RES power purchase agreement (RES-PPA) Platform and the relevant Decisions
Following the Public Consultation conducted by the Regulatory Authority for Energy, Waste and Water (RAAEY) on January 10, 2023, regarding the establishment of a platform for RES power purchase agreements, the Hellenic Energy Exchange (HEnEx) has proceeded to the development of a PPA Platform. This platform aims to facilitate the conclusion of bilateral RES power purchase agreements (RES-PPA) and is expected to become operational within the next period.
The PPA Platform will enable Participants to submit anonymous power purchase and sell offers through an information system and to express interest, on a non-binding basis, in one or more offers submitted on the platform. The Participants will also have the option to record, on a voluntary basis, details and information on bilateral contracts concluded with other Participants of the platform.
The PPA Platform has been developed and designed to ensure equal access, price transparency, and anonymity at the offers level.
In this context, HEnEx is conducting a Public Consultation on the following documents:

Draft Decisions:
Decision 1: Procedure for acquiring the Participant status, Participant resignation and other issues regarding participation in the PPA Platform of HEnEx
Decision 2: Access to HEnEx's PPA Platform Information System
Decision 3: Operation of the PPA Platform of HEnEx
Decision 4: Participants’ Charges for the PPA Platform of HEnEx
In the context of the above Public Consultation, HEnEx will receive and process the comments that will be submitted to finalize the above documents before the launch of the PPA Platform.
The interested parties are invited to submit their views on the documents by sending an email to the address ppa_consultation@enexgroup.gr with the subject “Consultation on the PPA Platform”.
Taking into account the objectives of transparency and full information for interested parties, which by definition are pursued and achieved through public consultation, HEnEx will make public a list of participants in the consultation as well as the content of the relevant documents, unless a participant requests non-disclosure of its data, invoking and documenting a specific reason related to commercial - business confidentiality.
